近日,国家统计局发布了9月份70个大中城市住宅销售价格统计数据,与去年同月相比,70个大中城市除温州房价同比下跌1.8%之外,其余69个城市房价普遍上涨,一线城市首次出现同比价格涨幅全部超过2成的现象。

Upgraders就是“改善型购房者”,是那些已经有房,但打算再次购房以提高居住品质的人群。由于大城市房价太高,许多人首次购房只能买下small dwelling-size apartment(小户型房),但随着积蓄的增多或家中人口增加,就产生了购置更大面积住房的需求。一般把first-time homebuyers(首次购房者)的需求称为rigid demand(刚需)。
为了调控高房价,政府先前已经出台了一系列政策,包括higher transaction taxes(更高的交易税),restrictions on purchases of multiple homes(房产限购)和higher down payments(更高的首付)。但是这些政策都没能遏制房价的上涨。专家称,政府有可能expand its property tax trials(扩大房产税试点范围)。
