近日，国家统计局发布了9月份70个大中城市住宅销售价格统计数据，与去年同月相比，70个大中城市除温州房价同比下跌1.8%之外，其余69个城市房价普遍上涨，一线城市首次出现同比价格涨幅全部超过2成的现象。

Upgraders就是“改善型购房者”，是那些已经有房，但打算再次购房以提高居住品质的人群。由于大城市房价太高，许多人首次购房只能买下small dwelling-size apartment（小户型房），但随着积蓄的增多或家中人口增加，就产生了购置更大面积住房的需求。一般把first-time homebuyers（首次购房者）的需求称为rigid demand（刚需）。
为了调控高房价，政府先前已经出台了一系列政策，包括higher transaction taxes（更高的交易税），restrictions on purchases of multiple homes（房产限购）和higher down payments（更高的首付）。但是这些政策都没能遏制房价的上涨。专家称，政府有可能expand its property tax trials（扩大房产税试点范围）。
