【校园汉语阅读七】中国"人才流失"严重 China Struggles to Retain Talents

中央人才工作协调小组的官方数据表明,虽然中国目前拥有最大的劳动力市场,但同时也在经历比任何国家都严重的人才流失。

 

Official statistics from the Central Coordination Group for Talent Work (CCGTW) indicate that while China currently has the largest labor pool, it also suffers from "brain drain" more than any other country.

 

2010年颁布的"国家中长期人才发展规划"计划吸引2000名"顶尖人才"回国.然而,政府的吸引措施仅限于"物质条件"如"住房和薪资",而忽略了"支援设备"和良好的"科研环境",导致人才的持续流失。

 

China plans to attract 2000 top specialists, according to the Medium- and Long-Term Talent Development Plan issued in 2010. However, the incentives are limited to material conditions such as housing and salaries. Without good support facilities and a strong research environment, the outflow of talents continues.

 

中国要想在全球对未来人才的争夺战中, "留住人才", "吸引回人才" ,"引进人才",就要加强对知识产权的保护以鼓励创新,也需要在国外设立猎头公司来定位人才。

 

If China wants to retain, lure back, as well as attract talents, the country must enhance its intellectually property rights protection system and encourage innovation. China should also set up headhunting companies abroad to bring in new talents.
