"空中流量管控"是指对每一条"航路",每一个机场在同一时间内所容纳的飞机架数有一定限制,飞机彼此之间必须存在高度和距离差,以确保"飞行安全"。
Air traffic control regulates the number of aircraft on each air route as well as the number of planes operating at the same time. It controls the differences in height and distance between airplanes to ensure flight safety.
"不限起飞"意味着除了天气和军方活动以外,飞机不再受"对方机场"管制影响而推迟起飞.这是中国民航总局首次提出"不限起飞"的措施,目的是提高航班起飞频次,减少"人为造成的航班延误"。
The "no take-off limit" measure means that, regardless of the influence of the weather and military activities, airplanes will no longer be delayed by the air traffic control of destination airports. This is the first time that the Civil Aviation Administration of China or CAAC has proposed no restriction measures on take-off operations, and is aimed at increasing the frequency of flights taking off and reducing man-induced flight delays.
也有专家表示,虽然"起飞时间"缩短了,但可能造成更多的飞机"空中等待",也容易造成其它机场的飞机拥堵问题.像这样治标不治本的规定不一定持久,而应该从"优化空域的使用"和"提高民航部门的监管"上做文章。
Some experts argue that although the departure time has been reduced, it may cause more airplanes to be stuck in air and traffic jams at other airports. Such a palliative measure may not last long. Instead, they call for more efforts to optimize the use of airspace and improve the supervision and management of civil aviation departments.
